“THE ISSUE OF THE WHIP  will exercise minds in not one but two corridors of power today, as the BHA and Professional Jockeys Association discuss the controversial subject at the governing authorities London base, before MP’S have the chance to quiz horsemen and officials at the House of Commons.
"TRAINER RICHARD PHILLIPS was delighted to accept an invite to the meeting with MPs by Laurence Robertson, the joint – chair of the All- Party Racing Group, and while he feels the implementation of the new whip rules has been crass, he also believes that long-term “Everything will get sorted and be fine”.
JMC TURFCALL  Who are the MP's who make up the All-Party MP Horseracing Group?
 “Everything will get sorted and be fine ….Who will get this sorted exactly?    The Bloodhorse Literate?  The Bloodhorse Illiterate ? Or a miss - mash of both?  More of the same empty- gestures? More of the same fob- off Lip Service?  More of the same taking horsemen and the horses for granted?

MONTY ROBERTS introduced to this country by our own Queen Elizabeth in the early 1980’s.  Monty often uses the word gestures in his BLUSHING ET Documentary. MONTY’S  gestures are bloodhorse literate gestures.

JMC TURFCALL  Who are the bloodhorse illiterate MP’s  attending?

“PHILLIPS  said “My views will be my own but I would imagine other trainers would share some of them. Laurence Robertson is a friend, he loves his racing and horses, and any chance for a trainer or jockey to explain their view to MP’s is a good thing.”
JMC TURFCALL  But will the bloodhorse illiterate MP’s understand what the bloodhorse literate horsemen are attempting to say properly to get accurately in context?
“THE TRAINER CONTINUED: “It is plain to see horses aren’t being hit as much and that’s a positive.
“RACING  had to be seen to be self regulating over this, not being told what to do. That’s very important.”
JMC TURFCALL: “Racing has to be seen …  What, t fob off the general public? To fob off the punters? To subject the racehorses in training to constant bloodhorse illiterate  abuse?
“I THINK THE RULES  are largely acceptable but that asking people to do it quickly created the problem. In hindsight there should have been a trial and the timing of the changes was not the most suitable. It’s like giving up smoking-most couldn’t do it overnight.
JMC TURFCALL:  Christophe Soumillon (FR) at Ascot to ride on Qipco Champions Day did not think “the British rules are largely acceptable.”  How many more horseracing countries around the world would take Soumillon view? “PROFESSIONAL RIDERS develop habits which you can change only over a period of time. Joe Mercer was a great jockey without using his stick too often. It’s about style, that’s the route to go down.”
JMC TURFCALL:It’s about style … No good having style if you are out of tune with your horse.

“THAT STEWARDS have no discretion in the early days of the whip rules in incidences such as Ruby Walsh’s widely claimed ride at Aintree last month that earned him a five- day ban for one strike over the limit, and which is subject of an appeal this Thursday, is one aspect of the rules Phillips believes could be tweaked as jockeys seek to adapt to change.
JMC TURFCALL: What sort of discretion? Bloodhorse Literate discretion? Bloodhorse Illiterate discretion? Or a confusion of discretion? No jockey can wave a magic wand in a race and change a horse’s behaviour by a stroke or more of a whip.
 “YOU HAVE TO RESPECT the fact that whilst jockeys are professional sportspeople they do things sometimes that breaks a rule when the adrenaline is pumping-all – all professional sportspeople would understand that,” said Phillips.
JMC TURFCALL: Much depends upon the horse you are riding if he has been prepped properly at home … or not as the case maybe. 

If a horse whilst competing in a race needs constant whipping of any sort there is something going very wrong at home in his prep training. You can tap a horse if he is loosing  concentration but that should be all that is needed.


“PENALTIES  will be discussed tomorrow and there is a case for discretion being used, as its early days. Nobody should have had a problem with Ruby’s ride.

“MAYBE there should be discretion over penalties for one hit over. “To take a jockey’s livelihood away for that is perhaps unfair, and I do have sympathy for jockeys. They are pros and do their jobs well.”

JMC TURFCALL: There is a case for discretion being used …  How horses are prepped at home the issue, as to what ride each horse gives a jockey at the races in a race.  …… The whip can sometimes be used as a quick fix in a race to save the day on a horse not prepped properly at home.









“THE WAY FORWARD, Phillips believes, is to “calm down and get this sorted, but without rushing. “

JMC TURFCALL  Severe harm unjust punishments have been dished out already. BHA authority responsible have taken nearly a year to set this shocker up. At what cost? If this is the best that they can come up with, dread to think how bad their worst is. Or perhaps their worst has been left to get so bad for so long that we have all lost hope. What is it that people say ? "Oh that's racing ...." It maybe bloodhorse illiterate racing, but it most certainly is not bloodhorse literate racing.


“HE ADDED “ The commonsense approach is to let the wider world know the whip isn’t a welfare issue; it’s a foam- covered stick which encourages horses. Its up to racing to explain to and educate the public. My door’s always open, to the RSPCA, Animal Aid, everyone. I’d happily show how much a racing yard cares for horses .

JMC TURFCALL:To let the wider world  know the whip isn’t a welfare issue …  In whose hands is a whip not a welfare issue? Whips of any sort are known universally as tools to inflict punishment. To attempt to mislead punters and the general public otherwise,  misleading to say the least. Ask Monty Roberts about the whip and how the whip is used around the world.

"BORN TO SEA'S trainer John Oxx said yesterday he was rather bemused the colt was joint favourite at 6-1 with Paddy Power for the Qipco 2,000 Guineas before only his second run in this afternoon's Killavullan Stakes at Leopardstown. His lofty place in that Classic market upsides runaway Racing Post Trophy winner CAMELOT is due to his being a three-parts brother to SEA THE STARS, not to mention being a half-brother to GALILEO, as well as the impressive manner of his debut success in Listed company at the Curragh last month.

"Oxx said: "He wouldn't be there at the head of the Guineas market if he wasn't SEA THE STAR'S three-parts brother and if it was any other horse I suppose he would be a much bigger price."

Why are they ignoring the bloodhorse literacy achievers needs and rights? Why have these supposed regulators been ignoring the needs and rights of these achievers for over four decades? When are the BHA going to address their own failures?

LEE MOTTERSHEAD THEIR TIME HAS COME

"He's having a quiet time right now but, as Lee discovers, TIME FOR RUPERT'S jockey is nothing if not determined. In April 2006, Kennedy was crowned jump racing's champion
conditional jockey. It could have been the springboard to great things. Given his dedication, it should have been , but it was not. Non of his seasonal totals in the campaigns that followed has bettered the 37 victories that won him the students' title. In the intervening years his name has too regularly been preceded by the word 'journeyman,' a description that suggests a rider who travels here, there and everywhere whilst at the same time going nowhere fast.
 KENNEDY is better than that.

GRAHAN GREEN "MP's to summon leading figures in whip dispute
"The controversy surrounding the new whip rules is set to enter the political arena next
 week, when the All-Party Racing Group of MP's meet to discuss the crisis embroiling the sport.

"Yesterday leading jumps owner David Johnson added his voice to the criticism of the BHA hierarchy, already under pressure to make further concessions over the penalties that were revised last week.

"Johnson's comments come after Johnny Murtagh's decision to follow Ruby Walsh's lead
 and limit his appearances in Britain in protest over the regulations that restrict the number of  times the whip can be used, and impose heavy punishments on riders found in breach.

"With no sign of a resolution in the debate, the All-Party Racing Group will bring the parties together on Tuesday when debating the issues with senior figures from the warring factions.

"Also attending the meeting will be Kevin Darley, chief executive of the Professional Jockeys Association, along with BHA representative Jamie Stier, director of raceday operations and
regulation, and Dr Tim Morris, director of equine science and welfare.

"Tewkesbury MP Laurence Robertson, joint-chairman of the All-Party Racing Group, said: "There is obviously a great deal of concern regarding the new whip rules, even though they have been amended. Talks of strikes by jockeys, and the whole public argument, cannot be good for the sport.

"At the last committee meeting it was agreed that we could host a discussion on this issue so we can hear from a number of different sides in the argument .

"Whichever way this issue is finalised, I hope the right balance is struck so it ends up being good for the horse and good for racing. I'm sure that with goodwill and sensible judgements, that can be achieved."

"A BHA spokesperson  said last night: "In response to an invitation from the group, the BHA has confirmed that it is committed to constant monitoring of the situation and constructive dialogue with the PJA.

"All sides agree this is best not carried out in public.

 "We will be happy to answer questions the group may have,  and have been engaging with parliament extensively on this and other issues over the last 12 months, but do not think that debate is appropriate or helpful at this time."

"Johnson claims the regulatory body would have been better advised to have left the whip rules as they were. Saying the authorities have overreacted,  its very subjective. Some-times eight hits is too many, sometimes five is. You can strike a horse with less frequency, but with more aggression. Where there were abuses in the past the stewards ruled accordingly and I think jockeys, trainers and owners were all largely happy with the system."

JOSEPH O'BRIEN  "I thought CAMELOT, was the best horse in the race and rode him as such. The plan was to just take my time and to let CAMELOT show how good he is. I was always happy, he definitely could be a Guineas horse as he has all the speed in the world and all the class in the world. He has that extra gear. Dad and the owners will make that decision, of course. CAMELOT does everything so easily at home, has a really good action and he seems to have a fine attitude. There is no reason why he won't make a Derby horse as there is plenty of stamina in his pedigree . He could be the best horse I have ridden."

JOHNNY MURTAGH is spot on here, “Bad rules introduced for wrong reasons.”

 British Horseracing Authority Regulation (BHA) have shown and remain to show throughout their attitude and behaviour that they change and make the rules to suit only the bloodhorse illiterate, and the general public.

Any and all true sport rules are made specifically for the purpose to ensure safe and fair play. Always no matter what sport. Tennis tournaments, cricket matches, polo, football, rugby
etc … All need fair rules to bring out the very best action.  Sport action that draws huge crowds. Crowds who may not at first know what the rules are, but soon find out for themselves.

"THE Professional Jockeys Association last night moved to quell the possibility of strike action as a significant number of jockeys threatened to protest next week over the controversial new whip rules. This comes despite the BHA relaxing elements of the changes which have infuriated riders since they were introduced on October 10. Jockeys are reported to be planning strike action next Friday and Saturday in order to cause maximum disruption to televised meetings. In the interim they plan to hand the BHA an ultimatum.
"The board of directors of the PJA called on jockeys to carry on riding as normal. Leading riders, including Frankie Dettori and Tony McCoy, will be sending a strong message to their colleagues at fixtures today and tomorrow that any form of protest involving not riding would be counterproductive.
"The implementation of the stringent changes last week plunged the sport into crisis and, despite the BHA ceding to some of the jockeys' demands - such as scrapping the edict of five strikes in the final furlong/after the final obstacle and agreeing that the riding fee should not be forfeited for any rule breach - it is understood a straw pole of jockeys at Newbury yesterday (21.10.11) found 98 per cent, according to an observer, in favour of a protest.
"The canvass of opinion at Doncaster did not produce such a clear- cut signal of intent, but further debate was slated for Wolverhampton's meeting last night, while a conference call was set to take place between senior PJA executives and leading riders.
"Although welcoming aspects of the BHA's announcement, PJA chief executive KEVIN DARLEY warned that riders still had "serious concerns" over elements of the regulations and said views were being sought.

"The changes, which took effect at yesterday's fixtures, also included increasing the number of days suspension for whip breaches before a jockey forfeits his/her prize-money from three to seven , but many remained of the opinion that the penalties are too harsh. Any rider who uses two more hits than the allowed seven for Flat races and eight for jumps-which itself remains a bone of contention with some jump jockeys -will still forfeit their prize-money slice and the minimum ban for excessive frequency remains five days.
"All whip bans incurred since October 10 are subject to the updated regulations and so suspensions imposed on the 21 occasions riders were found in breach over this period have been annulled of adjusted.
"An immediate result of the amendments was the return to action at Newbury of RICHARD HUGHES who had refused to ride until the whip rules were changed. The rescinding of his two bans means he is again free for the Breeders' Cup, where he has a plum ride on STRONG SUIT.

"Another beneficiary is CHRISTOPHE SOUMILLION, who will now receive his £52,000 of the prize-money for winning last weekend's Qipco Champion Stakes at Ascot, previously denied him for striking CIRRUS DES AIGLES six times in the final furlong,  His five-day ban has also been quashed.

"Racing's regulator, whose decision to enforce the beefed-up whip rules with no trial period led to Britain's richest card being overshadowed by the furore, announced  the amendments against the back ground of a still possible protest by riders from Monday, and following consultations with the BHA, which presented its own proposals for resolving the controversy to the BHA this week.

"After the latest developments, DARLEY said: "the PJA, is pleased the BHA has recognised the new rules over the use of the whip did require amendments, especially in regard to the limitations on the use of the whip in the final furlong and after the last fence in Flat and Jump racing, as well as in regard to the forfeiting of riding fees. We're pleased they have said the impact and effectiveness of the rules will be constantly monitored, and jockeys will wish to be fully consulted.
                                                                                                                                                   
"There are still some serious concerns about the level of penalties for minor infringements. A jockey could still be in breach and face a heavy penalty for using the whip in best interests of safety and horsemanship. There are also concerns about the way the rules may impact differently on Flat and Jump racing."
DARLEY added: "Discussions among jockeys will continue today and over the weekend. These amendments have been announced only this morning (Saturday October 22nd) and time is needed to assess them. Opinions are being canvassed among jockey's."

"BHA director of raceday operations and regulation Jamie Stier said: "We haven't so much come  to a compromise, we've acted as a responsible regulator should. I hope the PJA see that we, have been willing to listen and have been willing to take what we believe to be the correct measures, but also respect we are the regulator of the sport and the sport is not regulated by participants within it."



"However, the response of jockeys riding yesterday offered little encouragement that the dispute has been defused. PJA joint- president STEVE DROWNE (Bloodhorse Literate Achiever) said "The BHA has given us a bit, but a lot of us are still worried  about the entry penalty for a simple mistake. You get five days then it doubles to ten. We'll judge the mood in the weighing room and take it from there."

"Asked if protest action was off the agenda, DROWNE replied "I would not say it is out of the questions, but if it was 70-30 in favour I doubt we would. We all have to agree.

"JAMIE SPENCER said: "The whole thing is a shambles. All it's proved is that, as a body, jockeys are weak. Everyone should have stuck together and struck for what we believe in but that hasn't happened. That shows we have no strength, which is very disappointing. I have no problem with the seven hits, but the penalties just don't add up.  I don't think it will effect the Flat lads as much as the jumping guys - I think they'll have problems in the middle of winter when the ground is heavy."

RICHARD JOHNSON said "It's nice to see they have agreed the rules were not working. I still think the penalties are a bit harsh, but at least they have taken on board what the jockey's have said. It's a good start and hopefully there's still room for more talking in the future. "

"Under the changes, a rider receiving a fourth ban of five days or more will no longer  be referred to the Disciplinary Panel but instead receive a suspension within the range of two to six months, with an entry point of two to six months, with an entry point of three months. The rule that states there will be no Group/Grade 1 exemptions for jockeys remains in place."
