GOVERNMENT FORECAST WRONG:
“Why was the governments’ forecast so
wildly wrong?
The Audit Office explained that it was “largely
due to the emergence and unexpected popularity of FOBT’s in betting offices. FOBT’s have proved so
popular that in three years they have become the largest component of betting
revenue for some bookmakers.
“Under a gross profit tax, high turnover
low-margin products came into their own FOBT’s, dominated by roulette, fitted
the bill perfectly. In 2004 Ladbrokes
alone already had over 5,800 machines in their 1,900 shops, with each terminal producing
an average gross win of £550 a week, equivalent of over £160 million a year. Apart from the National
Lottery, no gambling product has ever generated so much business and profit so
quickly, but was it legal to offer roulette in betting shops. It had never been
intended and the Gaming Board. The case planned to bring a test case. The case
never reached court because legal advice indicated the board might well lose.
Instead, a code of practice was agreed which came into force in 2004. A maximum
of four FOBT’s was allowed in each shop, each with a maximum stake of £100 and
maximum prize of £500.
“The 2005 act classified FOBT’s as
category B2 gaming machines, although bookmakers continue to refer to them as
FOBT’s, perhaps because they prefer to be thought of as betting operators
rather than gaming businesses.”
BOOKMAKERS’GOLDEN GOOSE:
By 2009, Britain’s 8.872 betting shops housed 31,979 gaming
machines.
"By 2016, the number of shops had fallen to
8,709 and the number of machines had risen to 34,769, virtually full capacity.
The modest nine per cent increase in the number of machines concealed a
massive 63 per cent rise in gross gambling yield - the amount staked less the
amount returned to customers- from £1.07bn to £1.74bn. Gaming machines are
bookmakers' golden goose.
"Gaming left
betting behind. In 2009 over-the-counter betting produced GGY of £1.66bn but by
2016 the figure had fallen to £1.41bn with racing's share of the reduced figure
shrinking fast. In 2009 it totalled £844m 51 per cent of the total, but by 2016 was
down to £597m, a 42 per cent share.
“GGY from betting on greyhounds also fell, from £304m (18 per
cent) to £209m to be overtaken by football. With GGY rising from £225m (14 per
cent) to £330m (23 per cent).
“If the cake had been getting bigger, racing’s falling share might
be less worrying but the over the –counter cake has shrunk and racing is now a
smaller ingredient of betting shops business in absolute as well as relative
terms.
“Money not morality determines commercial policy and the racing
authority’s position regarding gaming machines has changed as its perception of
its financial self-interest has evolved. Initially, the then BHB was hostile to
FOBTs. When they were clearly here to stay the BHB argued it was entitled to a share of the profits from them. Now
fearful, like the bookmakers, that a tightening of gaming machine regulations
will hit profits and lead to shop closures, with damaging consequences for
media rights income, the levy and its successor, the BHA opposes significantly more
stringent controls.
“As well as contesting claims that gaming machines are major
generators of problem gambling, an issue still the subject of heated debate,
bookmakers are now able to warn that stricter controls will result in the loss
of jobs and tax revenue. That is a powerful argument but although it might
temper government action it is unlikely to save the off-course industry from a
deduction in staking limits.
“Some other categories of gaming machine also have maximum prizes
of £500 or more but none has a stake limit higher than £5 while B2 machines
have a limit of £100. The almost 35,000 gaming machines in betting shops represent
only 21 per cent of all gaming machines, most of which are in arcades and bingo
premises, but they account for 66 per cent of total machine GGY. Under Theresa
May’s government it is surely inevitable the maximum it is surely inevitable
the maximum stake will be cut. ”
THE ONLINE REVOLUTION:
“The
figures for remote gambling growth are staggering. According to the Gambling
Commission, in 2015-16 over 24 million new accounts were opened by companies licensed
to offer remote services to British customers. The future is already here and
racing will have to fight for a solid share of the revolutionised market. It
will not be easy. Within the sports sector of online betting in Britain,
football accounts for 37 per cent of GGY and horseracing only 22 per cent (33 per
cent of the sector’s GGY was unallocated) That gap is likely to get bigger.
“The
clock will not go backwards but racing, including in the live-streaming and
in-play arena, has a lot to offer. The question is how to exploit it.”

a drawn- out legal tussle that has been half John Grisham epic and half John
Cleese farce, the BHA yesterday sealed victory in their prosecution of trainer Jim
Best, found guilty of all charges for the second time as the regulators High
Holborn headquarters, almost a year to the day after he ordered Paul John to stop Echo Brava at Plumpton.
“This
will have been a considerable relief to the BHA and its senior management, who
had staked no small amount of credibility on prosecuting Best again after his first
conviction was struck down on two counts earlier this year, most importantly as
the original panel chairman Matthew Lohn, had an undisclosed commercial relationship
with the BHA.
“You
could almost hear the champagne corks popping upstairs as the result was handed
down by the three man panel in the underground chamber that hosts disciplinary
hearings here –the solemnity of the verdict process interrupted only by the
occasional ringing of John McCririck’s phone (Oh God, not here – how do I turn
this off?”)
As
such, Best is guilty not just of causing horses to be stopped and defrauding punters and other racing professionals, but
of compelling a young conditional jockey to break the rules.”
“You
do not need to approve of the manner in which the BHA prosecuted this case also
to believe that was a contemptible thing to do. It speaks of abuse of power, of
bullying, of total disregard for the welfare of young people under one’s
responsibility. It will prove an indelible stain on Best’s character.
“So let
us gaze now upon the ruins of this case.
“We
have a regulator that, through sheer incompetence, has blundered its way
through tens, if not hundreds of thousands of pounds in squandered legal
costs. We have a trainer convicted of
the appalling offence of ordering a young man in his charge to cheat. We have a
sport in which the punishment for such behaviour is measured in months rather
than years. There is nothing – nothing to calibrate. “
