IN BRITAIN we already have a hands and heals series of bloodhorse literate races, so this is a massive step forward in the right direction.  One option could be to add further races, hands and heals only where a whip can be carried but only used in emergencies, not in riding  a finish at all as now.

Like in other sports (as detailed earlier this week in Turfcall eg tennis) the rules of horseracing need to apply world-wide not differently in each different country. How ever can any handler riders jockeys cope with different rules when they ride abroad? This is  like asking them to comply with the impossible.

Monty Roberts and Kelly Marks already work around the world in bloodhorse literate "Join up" which is a further massive step in the right direction.
