Rachel Hood:
"We're walking on a tightrope and must move to a racing right.

"THE future of Lord Derby's latest housing proposals for the controversial site at Hatchfield Farm in Newmarket is to be decided at a planning meeting at the Forest Heath District Council offices at Mildenhall this evening.

 
The meeting, which is scheduled to start at 6pm, is expected to be attended by a large cross-section of the local racing community, many of whom have long been opposed to the plans.

 
"A RACING RIGHT funding mechanism would give the sport and betting industry the chance to forge a new relationship, owners leader Rachel Hood told the annual meeting of the Racehorse Owners Association in London yesterday.
 
"A right to take bets on racing is the sport's favoured option for replacing the levy and was also  specifically mentioned by chancellor George Osborne in the budget in March.
 
"Hood, who is entering her final year as president of the ROA, told the meeting the levy system was failing racing.
 
"As a first step she said the levy should be extended to offshore operators to capture the estimated £25 million lost to racing each year. The second stage would be the move to a racing right.
 
"She added: Not only will it remove the government's involvement from what should be a commercial discussion  between the two industries, it will also move us away from indefinable and therefore damaging concepts at the heart of the levy framework such as the 'needs of racing' and 'betting's capacity to pay' . "
 
"She added: "I am optimistic the more enlightened within the gambling sector will view the racing right as an opportunity for a new approach - an approach based around a constructive and mutually beneficial partnership with racing. "
 
"Nevertheless, Hood said the partnership could not be just one way and reserved strong criticism for the gaming machines found in betting shops.


One doesn't have to look far to find that Britain is being run by a political system based entirely  on a one way street agenda'  organised by party politicians' . The two worst being 'Horseracing'  the second being the 'Medical Profession' . "  Both run as a  'One Way Street' . The British political  system in itself is a one way street system.  Once the politicians have lured the British people down their one way street, politicians dump the British people there. There is no way the British people can get back.


We have a political and legal system well advanced in it's destruction ' Rip Off Britain' style right across the board blighting everyone's daily life in a lethal way.
 
"She argued the betting industry had an economic interest in promoting racing in their shop windows rather than the machines, of which, she said, she had a low opinion.
 
"Hood added: "The sad and, to me, distasteful  truth however, is that racing's funding is currently partly linked to these machines. We therefore find ourselves walking a tightrope.
 
"Sports minister Helen Grant was singled out for praise for going  "out of her way"  to understand the industry since her appointment last October while Hood also  applauded BHA chairman Steve Harman for helping the sport to speak with  'a single voice'  .
 
"On prize-money, Hood urged action on minimum values in races to keep pace with the overall increase. She said:  "Addressing this is a priority as we need to ensure the growth in total prize-money is shared across all levels of ownership. "
 
"And on fixtures she echoed the Jockey Club's call for racecourses to be rewarded for their contribution to prize-money. "Racecourses should be rewarded with fixtures for doing the right thing for the sport across their entire fixture-list, Hood said.
 
"There is still much to be done and it is crucial the momentum we have built up over the last year is maintained as some of our biggest challenges lie ahead. "Racing must continue to speak with one voice and remain focused on what it wants to achieve. " That one voice can only be a true bloodhorse literate voice, no other voice can ever be good enough.

Steve Harman 'Mindset is Bloodhorse Illiterate:' due to this fact anything Harman has to say is both out of perspective and out of context.

"RACING has been  'boxing  below its weight'  according to BHA chairman Steve Harman, who believes there are enormous opportunities available to the sport.


"Harman was speaking at yesterday's Racehorse Owners Association annual meeting, where he told members  the industries strategy for growth was looking at innovative ways to address racing's problems.. Racings problems are caused by the bloodhorse illiterate governments.

"He said British racing had more assets,  brands and legacy than any other sport he had been involved with, but added: "Are we doing enough with it?" Over the last 6 decades you have managed to Rip Off all the true bloodhorse literate horsemen to include the horses, bringing British horseracing to its knees. Rescued to a point in the main by Godolphin. So why don't you Mr Harman go off and begin to learn for yourself what bloodhorse literacy truly is before you make another speech like this.

 
"Harman, who described the financial health  of the sport as fragile, said: "Racing is boxing well below its weight and has been for some time. This is not just an issue with government, it is an issue with investors, sponsors, the high-net worth, and there is a lot we can do around this. The opportunities we have are enormous and this is the area we are looking at, " The BHA need to come clean over their financial income received each year from The Cheltenham Gold Cup Meeting. The Aintree Grand National meeting to mention only two here. Whilst the trainers and their teams work for peanuts. Where is all this money going to? The BHA, the Jockey Club, the Government and the Racecourses need to come clean, Dodgy dealings, financial secrecy no financial transparency left going on over 6 decades. Dark age evil government practice.

 
"He said government and investors would not support racing unless it had a clear future. "A clear, practical, urgent, material, motivation, compelling strategy for the sport is needed, " he added.

 
"Harman also outlined some of the strands racing was looking at for its strategy, paying particular attention to racing, betting and innovation.

 
"If I was a bookmakers' chairman standing here I would be asking where racing has been on the innovation journey for the last five years, " he said.


"It is easy to attack bookmakers, " he said.  It is one of the most inaccessible betting products we have in the UK. It has got to be made more accessible. It's got to be made more innovative, as it has lost roughly £400 million in gross margin over the last seven years. This is a very important priority  as the betting share of the wallet has reduced dramatically " . Harman also warned racing should not make "Whipping boys" of the betting industry.

 
"It is easy to attack bookmakers, " he said.  "This betting innovation partnership we've put together is a sign the chairman of the bookmakers are commercial - they love horseracing and want horseracing to succeed. They want racing and betting to become more accessible, more innovative and to grow revenue and gross margins. "

 
"Arena Racing Company was another group he said had been made whipping boys. "In my induction there was a whole piece around Arc are not investing, Arc are doing that, "

 
"Harman said. He argued Arc's was not "an in-and-out-investment" , concluding:
"We need to talk about substance and fact, less about legacy and emotion. "

 
"Harman was also asked whether he thought Channel 4 could now be included in the ranks of whipping boys following the channel's poor recent viewing figures.

 
"The BHA  is really keen to have a dedicated terrestrial channel and personally I like the innovation, desire and professionalism Channel 4 is creating, " he said.

 
"Arena Racing Company was another group he said had been made whipping boys.
 "In my induction there was a whole piece around Arc are not investing., Arc are not investing, Arc are doing this, Arc are doing that, " Harman said. He argued Arc's was  not an-in-and-out investment" , concluding:

 
" There is a genuine concern over recent months about viewing figures, but I don't think it has got to the stage of a whipping boy. "
