DM, "The RSPCA's equine consultant David Muir said yesterday he was alarmed at racing's back-pedalling over the whip issue, which the charity's chief executive Gavin Grant is sure to raise when he meets BHA counterpart Paul Bittar for the first time at Fontwell tomorrow.

 MINDING THE USE OF TRUE BLOODHORSE LITERATE WHIP TACTICS.
British Champion's Day last  October at Ascot when the first new whip rules came into play.  Bloodhorse illiterate stewards placed  upon Christophe Soumillon, archaic punishment beyond all reason. A shocking unbelievable error by BHA regulators that can never be allowed to happen again. What sort of a welcome as this for a foreign bloodhorse literate competitor ......  .  
All handler riders worldwide need the same true bloodhorse literate rules for horseracing guidance, all stewards worldwide need to understand this key fact, because at present bloodhorse illiterate regulation is abusing all horses in training to include each and every true bloodhorse literate handler rider.   To say nothing about all the young ones possibly wishing to attempt a career in horseracing.
 
DM. "Not the least of Muir's concerns is the decision to fine jockeys found guilty of breaching the whip rules in major races.

DM "Had the original rigid penalty structure introduced last October been in place for last years Grand National-winning jockey , JASON MAGUIRE,  he would have received a 27- day ban for hitting BALLABRIGGS  17 times on the run-in and forfeited  more than £35,000 in prize - money.

DM. "Now, if the circumstances were repeated , the maximum fine would be £10,000 on top of whatever suspension the offence is deemed to be worth.
 If JASON MAGUIRE is to partner BALLYBRIGGS to defend his controvercial 2011 title in the Grand National on Saturday 14th April 2012 it has to be under sound bloodhorse literate horseracing rules.
What is to be expected in this years Grand National? More of the same? The stewards need to place a large poster on the weighing room wall in a place that can be seen easily by all riders that states the following will be the stewards discretion:

NO PENALTIES instead referrals back to Racing Schools and Oaksey House Lambourn,  for as long as it takes to correct attitudes of hitting horses for the wrong reasons. Hands and heals only to be used in the last two furlongs of each and every race finish. Any rider winning in breach to be disqualified and placed last. All riders before each and every race need to be reminded by a steward before leaving the weighing room that this will be the discretion. All racecards to state this is the discretion, to make absolutely clear to all race goers and all punters so as they are fully aware as well.

DM. "We no longer have rules, we have guidance, and that is very worrying." said Muir.
JMC: Bloodhorse illiterate rules and  Bloodhorse illiterate guidance remain to be cruel and abusive to both the bloodhorses in training and all true bloodhorse literate handler riders. Therefore out of tune and totally unacceptable.

There needs to be guidance, but it needs to be true bloodhorse literate guidance. Anything else changes the tone. Bloodhorse illiteracy cuts all the bloodhorses rights and needs out. Which means any abuse and cruelty to the horses is acceptible. In the year 2012 this serious error needs to be rectified as a matter of urgency.

DM. "It is a contradiction in terms when on the one hand the BHA say jump jockeys can use the whip only eight times, but then they can use it 16 or 20 or 30 times as long as the horse goes forward.
JMC only 8 times .......?  7 times too many then.  To use a whip once for a specific purpose is surely quite enough. Any more times shows that the horse is confused, and should be pulled up. To use a whip to keep a horse in contention to suit bloodhorse illiterate stewards sitting in chairs a scandel. 

The first bloodhorse literate rule that needs to be in place now, in this present pradicament, due to the televised world coverage at both the Cheltenham Festival and the Grand National at Aintree see A and B. herewith. 

DM. "Then there is the guideline that seems to allow a tiring horse to be hit to keep it in contention.
 JMC actions as these are bloodhorse illiterate cruel and totally unacceptable. 

DM. "That is a backward step and worries me a lot. Things have been getting better but now a jockey can hit a horse 10 or 12 or 14 times and tell stewards that they had to keep it in contention."

DM. "BHA PR consultant John Maxse denied the rules now allow jockey's carte blanche, saying 'If riders interpret discretion  given to stewards as a license to use the whip more they will most often than not find themselves in breach and get suspended.
JMC Turfcall Comment communication action between stewards and handler riders need to be timely, reasonable and fair, British horseracing cannot be governed by cruel abusive bloodhorse illiterate stewards,  such a situation is totally unacceptable. 

DM. "Whenever a rider uses his whip - at any point in the race - its use must be measured and the purpose for which it is being used should be clear.  Should a rider use the whip once or twice on a horse running lazily in order to stay in contention, then one would expect the stewards to be comfortable applying discretion to such an instance.
JMC.  a horse can give the impression of running lazily but this does not mean he needs whipping, he may be in pain.

DM. "But if a rider uses his whip more than that and the horse was not responding he would be considered in breach."
JMC. whipping horses is never acceptable. True bloodhorse literate horsemen do not whip horses.
