JON LEES “FALLON HITS OUT AT ‘DISGRACE’ AS NON-STARTER IS RULED A RUNNER."
“KIEREN FALLON yesterday called on the BHA to declare all horses who refuse to start as non-runners after punters lost their stake on a well backed filly he was riding who never left the stalls.
“Fallon said it was ‘an absolute disgrace’ that 11-4 chance Kalendar Girl was deemed a runner in a Class 6 handicap at Kempton on Wednesday night when she took no part …. Yet her refusal did not fit the BHA criteria to qualify as a non-runner.

Fallon “If a horse doesn’t start, if it refuses to race or doesn’t leave the stalls it should be a non runner, Punters would get their money back. I can’t believe that rule still stands. She froze in the gate and didn’t want to jump out. You couldn’t even drag her out of the gate – they were lucky to get the stalls off the track. There was a worry about her for a while. She only came out after the lad ran down and asked me to get off her, otherwise she would probably still be in there.”
“Under BHA rules a horse is declared a runner unless it ‘has been prevented from starting due to a faulty action of the starting stalls when the start was effected” or it is riderless at the time the start was effected.”
“BHA spokesman Robin Mounsey said ‘Both the starter and the stewards at Kempton were satisfied that neither of those situations had arisen and there was nothing to prevent the horse from jumping off."

The British Horseracing Authority and their many false bloodhorse illiterate rules take the view that it is perfectly acceptable for Punters to be ripped off. KALENDAR GIRL froze in fear once in the stall, to frightened and too shocked to move.

A few years back FRANKIE DETTORI partner THREAT, a two year old colt having his debut race at Goodwood was trapped in a faulty starting stall, FRANKIE suffered a hefty fine, told by stewards it was his fault that the stall was faulty.
What sort of people are these stewards of the BHA?
