THE RACING POST TUESDAY OCTOBER 18th 2011
RACING POST WEEK MONDAY OCTOBER 17th TO SUNDAY OCTOBER 23rd 2011

FOCUS WHIP TACTICS IN THEORY (the rules of racing perspective) IN PRACTICE (action perspective handling and riding )
The use of the whip both in the preperation of racehorses for the track and whilst competing challenging to win races on the tracks, both go hand in hand, you can't have one without the
other, to date we hear nothing from Jamie Stier, Tim Morris or Paul Roy that joins this up properly.

That a guest who came to compete from France got such shocking treatment from the British Regulation Authority defies all belief , CHRISTOPHE SOUMILLON partner CIRRUS DES AIGLES the winner of the 4.10 Qipco Champion Stakes over 1m2f  winner to receive  £737,230 the winning jockey earned £52.000 swiftly denied taken off CHRISTOPHE SOUMILLON as a fine,  by the British Authority due to one over the limit hits. CHRISTOPHE SOUMILLON asks for the rules of racing to be universally the same. Obviously this  issue is long overdue, vitally essential to all handler riders world wide. So how is it in the year 2011 that there is no fair guidance for licenced professional riders to follow?

 CHAPTER ONE
PAUL ROY'S response to NICK LUCK'S questions show he is no where near the hymn book, leave alone right hymn,  same page, right verse, or the right line even. A musician holding a choir practice could not cope with someone so out of tune as this.
C4 NICK LUCK QUESTIONS PAUL ROY LIVE ON RUK SATURDAY EVENING OCTOBER 15th 2011(Paul Roy Chairman of British Horseracing Regulation Authority BHA)

NICK LUCK ASKS PAUL ROY
"At the end of Saturday October 15th 2011 the day that Christophe Soumillan’s whip ban for his winning ride in the Champion Stakes had threatened to overshadow the inaugural British Champions Day, BHA chairman and acting chief executive Paul Roy was interviewed live on Racing UK by Nick Luck." Here is Chapter One of transcript of the exchange.

J MARGARET CLARKE TURFCALL
 CHAPTER ONE

1. NICK LUCK ASKS PAUL ROY “It’s not what anybody wanted. In your eyes does the punishment he (Soumillon) received today fit the crime that he committed?

2. NL”You’ve spoken to Richard Hughes today haven’t you? Have you guys come to any sort of agreement?

3. NL”The practical implication hasn’t worked as you’d hoped and certainly as the jockeys hoped – that’s where the disconnect is, isn’t it?

4. NL “Let me ask you as an owner,  as a racing enthusiast,  which is what informs your whole reason for being the BHA chairman – you don’t just do it because you fancy it – you’ve watched Christophe Soumillon’s ride there. Does it offend you ethically and did he deserve to lose 40 grand as a result of it?

5. ” I wasn’t asking you as a regulator, I was asking you as Paul Roy the racing fan – does what he did offend you?

6. NL “Are you cross that it was brought in this week? Do you think it’s a complete PR balls- up – well it is a PR Balls up – but are you cross with people underneath you who made the decision?

7. NL “I do want to talk as British Champions Day as a whole and I don’t want this to dominate, but on the timing who’s call was it to, because I know I’ve spoken to people at (Britis h Champions Series) BCS and they’ve said ‘we asked the BHA please don’t bring this in on the Monday as it’s going to take away from our headlines’, so who’s call was it to say ‘no, look, we’ve got to bring these in now, and why?

8. NL “I’ll only lampoon you if you want to take the lampoon ….

9. NL”The disconnect for me, Paul, is that in Jamie Stier and Tim Morris, and I think everyone agrees, you’ve probably got two of the most forward-thinking, savvy, smart executors that have led this through and who were widely praised after it. Yet somehow, the whole thing has turned into total and utter chaos and that’s what I can’t get to grips with ……..

10. NL “Leadership on whip regulations?

11. NL “So mistakes made and review now?

12. NL “You are sorry and I am sorry and everyone is sorry that we have ended up talking about the whip at the end of what has been a fabulous British Champions Day ….
