JMC: British horseracing, trainer Richard Hannon puts it like this: "You can't win if you don't put the right stuff  in. " EG: Racehorses who are placed in trained by owners need skilled handling, decent food, and a decent environment to live in, if they are ever to reach and  compete on any racecourse in any race. Same as the British working families.  Something that David Cameron needs to understand. It is not possible for the British people to work hard every day if they have no decent house to live in , and no food to put on the table.

53.1.1 purposely interfering with another horse or Rider, or





55. Accidental interference

55.1 In any case where interference is caused by accident in any part of the race, the Stewards must apply Rules 54.5 to 54.7 to such interference in order to determine whether to order any alteration as to placings.
55.2 For the purposes of Paragraph 55.1, Rule 54.5.1 shall be read as if, for the reference to interference by careless or improper riding there were substituted a reference to interference by accident.




53. Dangerous riding


53.1 A Rider is guilty of dangerous riding if he causes serious interference by


53.1.1 Purposely interfering with another horse or Rider, or
53.1.2 riding in a way that is far below that of a competent and careful Rider and where it would be
obvious to such a competent and careful Rider that riding in that way was likely to endanger the safety of a horse or Rider.


53.2 A Rider whom the Stewards or the Authority consider has been guilty of dangerous riding at any time whilst on the racecourse, and whether before or after any race


53.2.1 shall be taken to have contravened a requirement imposed on him by this Rule, and
53.2.2 is liable to Disciplinary Action.


53.3 When a horse or its Rider has caused interference by dangerous riding in any part of a race the horse shall, on an objection to the Stewards under Part 7, be disqualified.

JMC:  “How the British bloodhorse illiterate horseracing government play the rules in Britain. And in Ireland.


"It is considered to be practically impossible, or an odd fluke, for any and all bloodhorse illiterate stewards to act anywhere in the world today to uphold the true bloodhorse literate rules of horseracing in any kind of a way whatsoever.



 IN THIS FIRST feature Lee Mottershead and Jonathan Mullin takes a closer look at the outcome of how the Qipco Irish Champion Stakes 2015 panned out to be. The winner Golden Horn partnered by Frankie Dettori Team (John) Gosden (GB) for owner Anthony Oppenheimer.

“There is no klaxon sound to announce an inquiry in Ireland and if the stewards decide something needs investigating an announcement is made over the public address.
“At Leopardstown on Saturday, as the steam rose from Golden Horn’s back into the evening sky, there was nobody faintly surprised when an inquiry was announced
“Hardly anyone at the course failed to see the significant  jink made by the winner across the track and into Free Eagle a furlong from home. However, the replays shown on the television sets minutes later still led to collective gasps.
“That said, in the deep annals of Irish inquiries, there will be thousands of finishes more fractious and more likely to balance on the knife – edge of public opinion than Saturday’s Qipco Irish Champion Stakes.
“Rewind just three years to the day, when Duntle beat Chachamaideee a short head in the Matron Stakes and, to the consternation of many, not least her connections, lost the stewards’ inquiry and a subsequent appeal.
“She was the first Group 1 winner to lose a race in an Irish stewards’ room for 30 years, stretching back to 1981 when the Vincent O’Brien-trained Kings Lake won the Irish 2,000 Guineas but lost in the stewards’ room to To Agori Mou.
“Unlike the Duntle case,  the subsequent appeal overturned the most controversial stewards’ decision of that era.
“A shadow cast from the grandstand was the excuse put forward for Saturday’s incident, but Free Eagle was so badly interfered with it put paid to any chance he had of victory.
“It impacted him so much that what looked like a potential winning chance evaporated into a third placing, costing the Prince Of Wales’s Stakes winner’s connections at least 110,000 in prize money, the difference between second and third.
 
“Would Golden Horn pay the ultimate price for his misdemeanour? What would the stewards do. ”
