JMC:  “How the British bloodhorse illiterate horseracing government play the rules in Britain.

 

It is considered to be practically impossible, or an odd fluke, for any and all bloodhorse illiterate stewards to act anywhere in the world today to uphold the true bloodhorse literate rules of horseracing in any kind of a way whatsoever.
 
 
 IN THIS FIRST feature Lee Mottershead takes a closer look at the outcome of how the 2015  St Leger panned out to be. The winner Simple Verse partnered by Andrea Atzeni. Team (Ralph) Beckett for owner Qatar Racing. Managed by David Redvers.
 
 
LM: “AFTER hearing just two words, Qatar Racing’s manager David Redvers appeared to believe the Ladbrokes St Leger would remain the property of Simple Verse.
 
“When racecourse announcer Mike Vince followed the bing-bong and came on the public address system to deliver the stewards’ verdict, he said: “Here is the result of the stewards’ inquiry into the Ladbrokes St Leger: the placings … “
 
“On hearing Vince say  “the placings”,  Redvers briefly started to celebrate. You could understand why. We have become so accustomed to “the placings” being followed by “remain unaltered” it was a shock, to Redvers and others, to hear them followed by “are revised” .
 
“On this occasion the winner did not keep the race, throwing into sharp focus Britain’s interference rules.

Working with Precedent but not ruled by it

LM: “In a cogent explanation of the Doncaster stewards’ decision to Channel 4, Barton, also the BHA’s head of stewarding, said : “The stewards don’t have to be satisfied beyond all reasonable doubt. They have to leave the room feeling comfortable the decision they made was the correct one, which I believe it was.

 

“Every single incident is different . We try to weigh up the evidence on the day independent of other incidents we’ve seen. I believe we are doing it consistently.

 

“You can’t look at one incident and measure it against another. The principles are laid down in the rule and the guidelines we adopt. Precedent, to a degree, will tailor how you look at other incidents, but they are all different.

 

 Disagreement is inevitable:

“In confirming an appeal would be lodged against Simple Verse’s, disqualification, Redvers yesterday chose not to elaborate to any great degree but did point to an inconsistency in decisions taken regarding  disqualifying perpetrators of interference.

 

“It is not hard to argue there has been inconsistence. However, it can also easily be argued a degree of inconsistency is inevitable.

 

“Should we wish to adopt the rules of France and the United States, where it is much more likely a horse causing interference will be disqualified, even if that horse has been clearly the best in a race, there would likely be more consistency to the decision-making process. But a system in which there is not necessarily a system that is more satisfactory.

 

Stewards have to take a judgement call. They need to decide if, on the balance of probabilities, a horse who has caused interference has improved its placing in relation to the horse or horses with which interference has taken place,

 

“As decisions often revolve around races in which winning margins are slim, the verdict will often be contentious.

 

“Barton is correct to point out every instance is a single entity in its own right with different evidence to consider on each occasion. No two causes can ever be exactly the same . Stewards might well have become overly reluctant to demote horses who have finished first past the post, but as decisions, based on the current system will also hang on the opinion of a small number of people weighing up finely balanced cases, there can rarely be a definitive right or wrong decision.

 

“All there can be is a decision, which as on Saturday, connections and observers will debate, celebrate or lament depending on their own point of view. ”

JMC: Opinion? Wrong,  this is not opinion this is fact not fiction. It is the horse who confirms the truth.
