JMC: The reason why the true sports rules of horseracing always
apply, or should always apply worldwide the same:

All the true horsemen-horsewomen who work with the
racehorses in training every day who have achieved true bloodhorse literacy in their
own right. Those who make up each licensed “Trainer Team…” According to how
many owner’s racehorses a trainer takes in to train, which varies considerably
in Britain, from 25 racehorses or less, to 150, to 200, to 250, to 300
racehorses in training. All punters, and governments need to know, and to understand exactly what the true rules of horseracing are. Which over the last seven decades appears not to be the case.
