The horses rights and needs come first to include all those who mind the horses
The horses and their minders  do not come last, they must always come first.

 
We do not want a war. We want our sport run fairly any and all dangerous interference issues will not be tolerated, every rider needs to know that before leaving the weighing room before each and every race,  on each and every race day to work as a constant reminder to all riders.

 

Any and all riders bared from using the whip in the last two furlongs of each and every race, on each and every race day, instead they ride their horses out over the last two furlongs using hands and heels only.

 

No rider takes another horses ground.  if he does  he will be disqualified for careless dirty riding. You allow your horse sight of each and every hurdle or chase fence we do not want horses or their riders lying badly injured and dying  out on the racetrack. The sun can be very blinding as well a key fact that needs caution.  Jumps need dolling off, removed completely if this becomes an issue.
