"To take over the reins at time of change ....  that person needs to be a bloodhorse literate achiever in the true sense of these words at this level, in their own right. There is only one person who has achieved a  “Racing Right”  or   "Equus Zone Join-Up"  to take over the reins in this department that is Rachel Hood. But it is noted her name is not mentioned here.
